Aldermen address development and zoning issues

Economic Development

 

After a selection process, the Carrboro Board of Aldermen selected Regional Technology Strategies from a field of seven possible economic development consultants Tuesday.

The consultant will help the town find ways to increase its commercial tax base.

The selection committee was not unanimous in its decision but selected RTS for its good fit with Carrboro's unique situation. The vote to authorize town staff to negotiate a contract was unanimous.

 

Zoning Change

 

The aldermen also voted to hold a public hearing March 23 on a proposal to create a new zoning classification for an area near Merritt Mill Road and Brewer Lane.

Mayor Mark Chilton recused himself from the discussion because he has interests in the affected area.

A 180-day moratorium passed last fall on land-use permit review on certain developments in the area is scheduled to expire Feb. 23. The area currently is zoned Residential - 2, the densest residential zoning the town offers.

"It's limited in its most attractive use to what some would describe as student apartment construction," Alderman Alex Zaffron said.

Under the proposal discussed Tuesday, the lots in the area with established uses mainly would be rezoned to Residential - 7.5, while undeveloped lots would fall under the new zone, which would require mixed use of at least one-half, but not more than two-thirds residential. Each unit would have to be a minimum of 3,000 square feet.

 

Election Language

 

The board also agreed to set a public hearing on revisions to the language governing elections.

The language deals with the situation that arose after November's election when a seat on the board was opened after Chilton, a former alderman, was elected mayor. The seat was not filled in the election.

A date will be set for the hearing.

The Board also voted to install two speed tables on High Street in response to resident petitions.

"I think we're all familiar with High Street," Chilton said.

"This is overdue."

 

Richard White

 

The departure of Richard White, the assistant to Town Manager Steve Stewart, was recognized with a standing ovation for White.

He is leaving Carrboro to become assistant manager of Athens, Ga.
