Halloween is the day when college guys and gals alike compete for who can wear the least amount of clothes.
But do they really want to be "sexy” or is the typical poor college student just trying to maximize frugality by minimizing the amount of money spent on clothing????
Or, maybe it’s both. Imagine: a world where Halloween has no budget. A world called Hollywood. A world where any costume is possible.
