For developers looking to bring their business to Carrboro, there is a new step in the approval process.
The Carrboro Board of Aldermen approved an amendment to the town’s land use ordinance to require town approval of a construction management plan for developments with a significant impact on public streets or nearby properties.
During its meet Tuesday night, the aldermen unanimously approved the text amendment with a caveat about additional meetings to be held between town staff, Carrboro residents and the developer.
“If the development triggers a construction management plan, a meeting will be held by the developer after the permit is issued and before the construction permit is issued with other members of town staff,” said Alderwoman Jacquelyn Gist.
The text amendment does not allow construction on new developments to begin before the town approves the project’s construction management plan.

The board also discussed changes to its land use ordinance on water quality buffers.
The board asked town staff to further work with representatives from the Orange Water and Sewer Authority to determine how wide sewer easements in the town should be.

Marty Roupe, the town’s development review administrator, said town staff struggled to craft the appropriate language for the construction management plan text amendment.
He said he thinks town staff finally found an amendment that would fit the board’s vision for development in the town.
“Finding the sweet spot here has been kind of difficult,” Roupe said.
